Make a goal or a list. Set time limits, where you can't do anything else. Turn off phones and other distractions. Make yourself known when you have completed a task. Just do it anyway.
I think the best way is to make a time table... That way there will be no excuses and you can't procrastinate if you were like, "I WILL study at 6 pm etc", because you can't go back in time.
