Well, you shouldn't kiss and make out with him while he is with someone else. That's showing you disrespect his relationship status as well as the girl he is with. It also leads him to think that he can have you on the side, as opposed to you being his girlfriend.
I think you have already made your feelings for him known due to the aforementioned actions, now you just have to sit back and wait for him to make a choice.
Don't kiss or make out with him etc., while he is with the other girl.
