at my house we have a no shoes policy due to having new carpets if somebody visits and there wearing sandles or some other shoe without socks should they still take them off and be barefoot I personally don't mind

Street dirt from shoes or whatever they have on their bare feet as well as their shedding skin - what is the difference? If cleanliness is what you are after, provide them with sanitized booties or flip-flops to wear around your house and protect your new carpet from their bare feet.

Yes they should take them off, it's not their house & abide by the house rule's
