Some cats (any breed) can be born without a stump due to a naturally occurring mutation that shortens the length of the tail.. Breeds that lack a tail came to be threw selective breeding. It may not even be a specific breed, could be just be a lucky mix.

You might have to take it to a vet to be sure. Just be careful. I had someone call animal control on me about my chinese crested cat. (very small, skinny and no hair) The type that is so ugly she is beautiful!

A true Manx has longer back legs than front. Likely it's a moggy with no tail.
