    blogger you just create an account and off you go, you get a subdomain like mycars.blogger.com.. wordpress on the other hand you must install and setup before you can use it and you need a domain name and hosting to put it on or use the option with most hosting accounts to install wordpress automatically when you buy a domain name and hosting.
