heavier wool (13 to 16 oz wool) kilts are best for the winter. Good kilt socks are part wool and thick. Lewis Kilt socks are what I like. They are expensive but warm. Keep the upper body warm including a hat. I will wear 8 or 10" boots if snow is an issue. As for wind, the heavier kilts do better in the wind. The Sporran in the front will keep the wind from blowing up the front. In the back a good kilt has the pleats sewn down from waist to what is called the "fell". That is mid way down the butt. So the kilt may not blow up as far as one might think unless you get a strong up draft. Hold your hands along your side if you think that may be a problem.
