I think it's a state of mind and the way you think then everything else as in the way you behave dress, will all come into play, but it's a state of mind anyone who has a sexy mind, ot way of thinking can make the dullest thing seem sexy.

Sexy is as sexy does, and yes it is a state of mind, without that whether you flirt, or anything else wouldn't get that sexy message across without thinking that way first.

Sexy is beyond a state of mind, a clothing choice, and the behavioral. It is an aura. All 3 of these aspects come into play when you are being "sexy." For example, you may wear that cute dress, that is semi revealing but not trashy. It is tasteful yet risky. Mix that with your state of mind, hopefully one that goes along the lines of "I know I am sexy right now," will give off the vibes of confidence that really drives people crazy. Also, to top it off, a little bit of behavioral coercion via flirting, and you will appear as one of the sexiest people alive. Best of luck to you, just remember this, people want what they cannot have. The more you present yourself as an unobtainable amazing person, the sexier and more exotic you appear.
