Right above bone is going to be a more painful place. You have to deal with vibration and skin is thinner there too.

It will hurt regardless of where you get it, but once those endorphins start rushing in you won't care. My first tattoo was on my collar bone and they told me it would hurt but it was great.

i have been thinking about getting one for a while, but i watched my ex get one on his leg, in our loungeroom, and i have kinda been put off by it

Apparently the back of the neck is the least painful place to get tattooed. But anywhere with more muscle than bone is relatively pain free
