She should at least give you the $5 back.

No, when you gave her the ticket you gave her the money that it won.

    Nope, not yours.
Remember that old saying, "the gift is in the giving". It sucks right about now, but better luck next time!

No ... because you gave it to her as a gift and that's the bottom line.

The answer is in your question. "...ticket I bought her..."
Buy your own admission you bought the ticket for her. So the ticker is hers.

Sounds like she is lucky, both to have a brother who will buy her a $5 ticket and in playing the scratchers.
Maybe you should buy her many scratchers but agree to split the winnings before she scratches them.
    Win, win.

    Nope.
If you bought me a rug for $5 at a garage sale, and I sold it for a million dollars, the million dollars would still be mine.
    Sorry.
She should be nice and give you some of it.

That's why when I buy someone a ticket I say. If you win we split it.

did you pass it to her as in "here's yours and this ones mine" ?

if so then you gifted them it and basically it becomes theirs

Not if you bought it for her. It was either a gift or you used her money to buy it.
