2 theories. 1: Like Christmas/Saturnalia this was church propoganda to cover up the many "horned-ones" seen in varies pagon pantheons. <br />
2: in the dark ages, evil by association was common, if something bad happend arround a person they would often be considered bad. Or if someone did an evil act, they could blame it on anathere, who may actually have been partially responsible, but had good intentiond. <br />
kind of a round about way of saying: the intangible Satan, made a good scapegoat. (goat, get it?)

He doesn't just use bad people he uses any one whose faith or lack there of allows for them to be used...deceived...led away from the will of God. The punishment comes from God because of the bad decisions we make and because of His hatred of sin. Punishment could also be used to get "bad" people to come back to God. God ultimately wants people to realize that only He can deliver them from bondage and even consequences or punishment for sin. He sometimes allows Satan to tempt the strongest believers as a test of their faith as well as to knock the highly religious, high fallutin off of their high horses.
