If the opposite of pro is con, would the opposite of progress be congress?

As much as I like the saying, technically, no, as pro and con is from the Lain phrase "pro et contra," which means "for and against." Con- in congress come from the Latin conjunction "***," which means with. Sorry, just my Latin education kicking in!
