Our constitution doesn't give him the power to declare war, but that has not stopped him from doing what he pleases. Only congress can declare war.

The president does not declare war, only congress can do that.

As commander in chief, he has the right and obligation to take what actions are required to protect the US and its citizens. He does not have the right to declare war on anyone. Only congress can do that.
