If the weather man says "it's a 50% chance of rain" does that mean he has no idea if its going to rain or not?

I like to take a look at the dopplar radar map myself. I can usually make the same prediction the weatherman does & then if I'm wrong, I don't have to be mad at anyone else.

I am sure that they would tell you that their sophisticated instruments have shown them possibilities that are both likely and unlikely so the chances are about even for a certain possibility. But to me it sounds all too much like they are saying "flip a coin" instead of telling you anything. I have noticed that there is always a chance of weather, even if it is currently having the very weather they are predicting. I think weathermen are just too afraid to be certain because they are scared to death of being wrong about something.
