No. If you're too close to the intersection to slow down fast enough at the moment it turns red (i.e. when it turns yellow, you don't have enough stopping distance to comfortably stop), then you didn't run a red light. In fact, you SHOULD drive through it. It's otherwise unsafe, as you could stop too suddenly and get severely rear ended by the cars behind you, causing a major traffic accident.

If you wheel enters the intersection when the red light is on that is what is called running the red light. If it enters while the yellow light is still on then your have the legal right to be there. I would not want to be entering during the past few seconds of that yellow - Typically Yellow have a 4 to 6 second life span.
