Depends if the original wrong was in public, if it was then I would apologise in public, if it was a private matter I'd do it privately.

Yes, I would most certainly do that. I would apologize in public so that people other than the one I had wronged would know the fault lay with me and there would be no bad feelings for, or reprisals against, the person I had wronged.
