I wouldn't recommend nuking any cities, but I guess the safest thing would be to bomb three cities in an isolated area, like Japan.<br />

I don't know enough to be able to even answer this question. What cities have such a population and what cities are available in other countries? Does it have to be in my country or could it be anywhere in the world? One of two outcomes--I would either choose the cities at random out of a hat or something, or I would simply choose cities only in violent foreign countries with oppressive governments.
