    Got to reach the public and stir up the unbwillingness to tolerate such behavior in them. Only then can corruption that allows this be put in check

    China is crazy and stupid so obviously they're going to do stuff like that. And India is for small government (hint hint republicans) and all that crap so they have way fewer punishments and a lot more crime.
