    I am thinking it is because the DPRK has a lot of advanced Chinese military technology that Iran would love to get their hands on that Russia will not sell them directly. China got a lot of more advanced Soviet military tech the same way during the Sino-Soviet Split.

    I doubt it, North Korea is a Communist dictatorship, Iran is a Islamic theocracy. North Koreans are officially atheist, Iranians are officially Muslims. However both do support terrorism and both want to be able to threaten their neighbors with nuclear weapons.
