No, the idea is you go there after you die for sins you have committed (and not atoned for). It can be a metaphor for a bad mental state. Probably more useful that way since hell doesn't exist.

I'd say so, yes. We can create heaven inside us, too. We ultimately decide how we feel on the inside. It does not matter what's going on on the outside. We can be content through it all, through all the twists and turns. If someone feels tormented inside, they are creating their own hell inside themselves. You can be at your lowest, but you do not have to let it control you that way. Life is rough and cold and cruel and horrible alot of the time. But you can take control of your own mind and you can make your mind work for you and not against you. Hell does not have to be a permanent state.
