Depends on what model you believe..Dante believed that Hell was in the center of the Earth..underneath Jerusalem. Milton believed there was a bridge and ladder down to Hell..which was underneath Chaos. I personally don't believe it is a physical place, thus, it cannot be underneath Earth.
