Spiritually yes. But legally not as yet, since the law requires two people to be married and does not allow any single to marry posthumously, or at least no one has tried yet. To marry one needs the corpse with the spirit.

I think so, I know a girl who has a "scousin" 1/2 sister 1/2 cousin. In Oregon I think it is because I know a man that after his wife died he fell in love with her sister and they lived together, I think they were married too but not 100%
