   why not. I've been given flowers a few times bythe female gender and it feels wonderful.

   It's way cooler for the girl to give fresh flowers to the boy, and often cliche the way most men give flowers only at predictable moments and in always predictable arrangements.

    Why not? Giving someone flowers is a sign of love and affection, and if a girl truly loves and cares for a guy why can't she express it with a some pretty flowers.
