Maybe under the right conditions if both sets of parents watch out for them. My 15 year old niece dates/goes steady with a 17 year old girl, and both just recently had their birthdays so it would be the same age difference you have. They are just fine together but my sister and I watch them very closely.

1. I don't trust the asker of this question, seems sketchy.
2. possibly, if the older girl isn't bullying or pressuring the younger one to date her like a 16 yr old boy would. I don't know, I personally think dating before 16 is pretty pointless.

i wouldnt allow my 14yr old daughter to hang out with a 16yr old girl because anything could happen to her who knows she could lead her astray for all i know
