    Yes... through silence, head shaking, ignoring the issues or questions, through body language and posture, some people smile when they are lying, ...... liars have guilt, regret, no remorse......... it shows...

    Sure it is. Withholding the truth, keeping silent when you could've said something, not standing up for people or what you believe is right... Lies are part of a larger category called "Deceit". And sure, keeping silent can have the same exact impact as a lie. Maybe even more so.
