Is it punishable if you copy your own projects?
Say I had a project many years ago, can I copy the idea? or can I post a story that I wrote for english class? I spent the effort to create it, it seems inane to hold someone accountable for their deeds when they did go through the trouble. Is this really cheating?

Depends on where and why you carried out the work.
Without knowing copyright law, I do know that most companies would view anything you created as part of your employment as their intellectual as well as physical property.
I can't really imagine a school taking copyright for your homework years ago!
