Depends on the situation.From my personal experience, it's like this: with two rational people, that is true. With one rational person and one stupid person, it isn't. With two stupid people, it is true.

It probably depends on the heads. If they're too stubborn to listen to each other, they'll just get in each other's way.
I don't think intelligence is a problem though. Two dumb people can cancel out each others' particular blind spots, and one dumb person can force a smart one to think things through more thoroughly and/or look at them from another angle.
