I often greet women with a kiss and if they are responsive, a kiss on the lips. It is not a passionate kiss, it is the same as a kiss on the cheek but on the lips instead. I don't think it is cheating and my wife doesn't either, although we have never discussed it. I am talking about mature women here, I don't know how it would be for younger people.

As to what constitutes cheating, consider two questions:
1) Would you be hesitant to do it with your partner watching ?
2) If you saw your partner doing it with someone else, would you be upset ?

I personally think, that if you even have to ask yourself: "Is this cheating?" then it probably is (emotional cheating) and will most probably lead to physical cheating.
If you are asking is kissing cheating, then yes, it is cheating.
