Not at all. Most of what happens to you is determined by luck. Where you were born, what culture you're brought up in, what genes you'll inherit, and your country's economy are all determined by forces outside of your control. Can you really just decide to have a good life if you're a starving peasant in some rural area in some poor country? Even in rich countries with structures that allow us to get ahead, there are forces outside of our control. We can MAXIMIZE OUR POTENTIAL to feel happy, but we cannot LITERALLY CHOOSE to be happy.
