Love is both a feeling AND an action.

Love is a mysterious reality that we can understand and practice when we turn to God, the Source of Love, to receive the Light of His guidance. Besides Love, God is also the Source of Life, of Truth, of Beauty...and of innumerable qualities beyond our knowledge, which we can reach through His Divine Education.
We may have feelings of love, of amity, of sympathy...which are usually too weak to be true.

Of course! However, it would have been of benefit to know what kind of love you are referring to.

Since you ask this in this section about Spirituality, the love that dominates the scriptures is agape' which is guided by principle, such as love of righteousness. Such inner feelings are manifested or expressed outwardly but certainly originate from within our hearts.

The best way to learn how to have such agape' love is to imitate Jehovah God and His Son, Jesus Christ. By reading the bible, one comes to learn how they both expressed an unselfish devotion to righteousness & justice.

John 3:16 is an often quoted verse which expresses the depth of Jehovah's agape' love for humankind. “For God loved the world so much that he gave his only-begotten Son, in order that everyone exercising faith in him might not be destroyed but have everlasting life."

Clearly, God has a sincere concern for the lasting welfare of others and He manifested that love without us being deserving. However, in order for us to understand and cultivate this love ourselves, there are somethings we must do -

"He that exercises faith in the Son has everlasting life;..." [John 3:36]

"By this we have come to know love, because that one surrendered his soul for us; and we are under obligation to surrender [our] souls for [our] brothers. But whoever has this world’s means for supporting life and beholds his brother having need and yet shuts the door of his tender compassions upon him, in what way does the love of God remain in him? Little children, let us love, neither in word nor with the tongue, but in deed and truth." [1 John 3:16-18]

"He that does not love has not come to know God, because God is love. By this the love of God was made manifest in our case, because God sent forth his only-begotten Son into the world that we might gain life through him. The love is in this respect, not that we have loved God, but that he loved us and sent forth his Son as a propitiatory sacrifice for our sins.
Beloved ones, if this is how God loved us, then we are ourselves under obligation to love one another. At no time has anyone beheld God. If we continue loving one another, God remains in us and his love is made perfect in us."
[1 John 4:8-12]

"There is no fear in love, but perfect love throws fear outside, because fear exercises a restraint. Indeed, he that is under fear has not been made perfect in love. As for us, we love, because he first loved us.
If anyone makes the statement: “I love God,” and yet is hating his brother, he is a liar. For he who does not love his brother, whom he has seen, cannot be loving God, whom he has not seen. And this commandment we have from him, that the one who loves God should be loving his brother also." [1 John 4:18-21]

"For this is what the love of God means, that we observe his commandments..." [1 John 5:3]

it is a feeling - and yet it is more than that at the same time.

love is an energy
a temperature
a tone of light
a song within
a dancing in your stomach. . .
a way of being
a binding.

love is one of those allusive things - you never really pin down.
