Good or bad are ethical standards measured on man-made rules - written or not. Because man is a social creature he naturally tries to be good.
Of course he might have his priorities misaligned (e.g. too afraid to do something wrong, so he doesn't help even though he knows he should. Or puts more value on money than human life. Wrong priorities lead to "evil"), but in general I think everyone tries to be good.
There are exceptions, of course.

Neither, really. Man naturally just IS, like every other being. The ability to choose to do for each other, the ability to feel, is a great boon. It's true that not every human chooses good, and that some don't have "emotions" as we'd think of them. But for the most part, a sense of the desire to do good exists in most.

Man is what he chooses to be.
That is what free will is.
Right, wrong, good, bad....these are just personal value judgements.
Law trys to impose its will on your values,
While religion uses a carrot and stick method.
Both seek to control.........And neither has the right.
