As long as we're talking about people who chose to get into this line of work yes. Of course there's plenty cases of where people are forced into this. But in those cases we're talking about oppression and exploitation. Rather than prostitution.

prostitution is not a victimless crime; you can't know that many of those young women aren't being drugged or controlled or beaten into being a prostitute by their pimps; some of them may be runaways who turned to the streets; babies can be born out of prostitution; those babies may grow up amidst those surroundings and even die from neglect or turn to prostitution themselves when they get older. Prostitutes have been beaten, raped, and killed in the past.
