Is the anime obsession with coloured hair camouflage for a certain Japanese fascination with blondes?

I know there is never one reason for anything, but sometimes i wonder if all that coloured hair isn't a kind of red-herring to draw attention away from the unusually high number of blonde characters.

    nothing especially springs to mind - Akira was always my favourite action cartoon, but only in Japanese with subtitles - most of the adult anime i used to collect was ****, basically
