Walmart. They don't treat their employees very well either.

Home Depot and Office Depot hands down.
These places hire teenagers and ex-cons that don't know their a$$hole from their earhole.

I am not crazy about Walmart and really try not to go there at all.
I also try to steer clear of any store with self checkout. Grocery, home improvement, anything...I was a cashier for many years during high school & beginning of college, and I made decent money for that type of work (considering). I think it's totally horrible that the automated self checkout takes away paying jobs and also puts a bigger burden on the customer. I will pay a little more to have a friendly employee check me out.
Quality wise, I REFUSE to shop at Cato or Fashion Bug. A lot of their clothes are hideously ugly, but even the nicer looking stuff is shoddily made and does not launder well. I often go by "price per wear" and if I pay $16 for a shirt I can only wear once before it falls apart in the wash...that's FAR more expensive than paying $50 for a shirt I'll wear twice a month for 4 years.
