There is never an excuse and it is never justified.

So, for example, an abuser was abused? What does that prove? That the abuse is perpetrated by the victim and should therefore be excused?? With free will came the burden of choice and an abuser has a choice as to what actions and urges they act upon. Whilst they may harbour desire towards a child, to act on it is to act in their own selfish interest with the needs of the victim utterly disregarded.

To abuse the defencless and innocent is the most heinous crime known to man and it is never, ever justified.
An excuse merely overlooks and attempts to validate the reasoning for the abuse. It is wrong and should never, ever happen. Society has a moral and legal obligation to protect the innocent and defend the weak. To excuse abuse is to become as bad as the abuser.

No, if children make you feel that out of control please get help. It's not acceptable under any circumstances. In fact it is criminal and can get your children removed from your home, and if all else fails to serve the best interests of your children, your parental rights can be permanently terminated. .
As a volunteer advocate for abused chidlren I can promise you this is very serious issue and is no laughing matter.

In my country if a member of the public is concerned that child abuse is being used a Government agency has the power to act including removing the child/children, these agencies are always understaffed and under funded, failure to act has resulted in children being killed, or beaten, the presumption of innocence must be taken into account by these agencies, to act on what can be anonymous assertions without hard evidence can't be done, false assertions can harm innocent people for a lifetime, often times neighbours are aware that parents are abusing their children but do not want to become involved, situations are not black and white, and there is a reluctance to split families up, the answer is not easy, personally for me there is no excuse but the incidence of child abuse is rising, children removed from siblings and parents enter a Judicial system that is is extremely flawed and there is no perfect answer.
