Is this the norm in other Countries as well?

In South Africa we have the Metro Police (City Traffic Cops) in each Municipal Area, this is not the Police Force or the Provincial Traffic Cops, anyway... they received the right to pull anyone off the road, not for traffic violations only, but to ask you for your cellphone. They switch it off and back on and if you do not know your pin number, they can confiscate your cell.

Here in Portugal they don't do that thank godness ! As it is i have to look at the little card thingy that came with the phone to remember the numbers. They only confiscate the phone and fine you if you're caught driving and talking on your phone.

Definitely not. This would be unconstitutional in the United States without reason to believe the device was stolen.

It wouldn't be very successful, either, as few people have PINs set on their devices (unless they are using corporate-owned devices that require the use of a password.)

Furthermore, I think thieves would catch on rather quickly...

No, that would be a violation of the 4th amendment of our (USA) constitution. Without a warrant, I'd rip my phone in half before I gave it up to some nosy cop.

Not as far as I know. I've lived in the US and the Philippines, and there is no such law.
