You can learn a skill, you can't learn a talent. Hard work and determination is more of a skill than a talent.

I don't think anyone's innately good or bad at it specifically, although they can have other talents that interfere, like making excuses or deferring responsibility.

Natural effort is not a talent, its sheer determination to aspire quicker productivity. Perhaps an ability to overpower procrastinative behavior.
