First your neighbour maybe want some attention, second maybe don't care for that what think people around there (not shame that watching loudly... hmmm sometimes loud sound not mean you watching that but you listen as music), third your neighbour think maybe more loud sound is more good or have problems with ears and can't hear well... If you don't like it just tell to your neighbour that... The walls have ears:)
