Usually that is the case. But sometimes I say what because I am shocked at what someone has said and I want them to clarify it.

You can't turn a statement into a question just by changing the period to a question mark. Grammar doesn't work that way (most of the time).

Yes ma'am. I have learned the difference between Wilde saying "what" meaning that she didn't hear me or "what" meaning I better rephrase what I said to her.
On the damn MONEY...yes! I want to say change sounds harsh, but the only word I could come up with is 'to rectify'...but isn't that just 'change' repackaged? Wait...WHAT! Haha.
