to a certain degree...some people use it as an excuse to poke around, which isn't productive at all. i don't think it means to go purposely slow, just don't rush through something and make stupid mistakes because you didn't take the time to avoid mistakes. haste makes waste!!!

Depends on the character of the Hare. If the Hare is simply outgoing and extremely opportunistic and they hold on to it, then they win.
Sometimes it does: go fast and you make more mistakes that you waste time correcting. But you can also be too slow and pedantic too. Just go at a pace you feel comfortable with, and don't worry too much about your boss. :)
