Being a crossdresser and going out all the time dressed en femme, I guess I am a little biased on this subject. The best thing I can say is that if your brother is comfortable in his own skin(like myself) then I don't believe that is bad. I would make sure that as his brother, you are 100% behind what he does as he is family.
If he is feminine enough to go out dressed there should be no problems, do not see it being a bad thing and if he enjoys his fem side then why not support him.

No not at all he is just being what he is inside. There are many people that are not in the right gender and want to be true to themselves. It is a shame that society looks down on people that want to dress and act like that of a different gender than what they are. It takes a lot of courage to come out and be yourself, it has taken me many years to do it but with the help of my wife i am now out and free to be my true self. You only live once!

He's probably not a transvestite, he's more likely a crossdresser. If he was a transvestite he would be wearing the clothing for sexual pleasure. Crossdressers just like (or feel more comfortable) wearing the opposite gender's clothing. If they feel they Are the opposite gender they are transgender.

Only if you live in an area where he might not be safe. If you're in a college town or a very liberal area where it's unlikely that anyone would ever attack him for doing that then there's nothing wrong with it. If you live somewhere that you're surrounded by right-wing homophobes like Texas or Kentucky then he could be risking his life by going out like that.
