I don't know what state you live in, so some of this information may not help you. Most states have some sort of mandate to start educating a child with visual impairments IMMEDIATELY. That means that you should not have to wait until she is school age to receive educational services. You should call the local school district and ask about having a Teacher of the Visually Impaired to come by to do a Functional Vision Assessment. This is usually pretty time consuming and will probably take a few visits to complete since most children this age have the attention span of jackrabbits. The teacher might be able to get a "ball park" acuity of your child's vision by using the McDowell Vision Screen Kit. If the teacher doesn't have it or something like it, I would strongly suggest that the school district should get one. It is possible to also get an acuity at this age level with optikenetic responses, but most school districts don't have these and you will probably have to get one from an opthalmologist who does a low vision exam. There should be some sort of state Commission for the Blind or something like it who will provide you with a social worker. If your child fits the definition of legally blind, she might qualify for medicaid which will relieve you of a lot of the medical expenses. You will probably run into bumps or hiccups in this process, so feel free to contact me if you have more questions.
