First thing I was told by my dermatologist is to NEVER use hydrocortisone cream on your face, because it thins the skin and face skin is so delicate anyhow. I think you should try something a little more gentle. I use a baby's diaper rash ointment on my face when it gets too dry and itchy. I figure if it is safe for a baby's bum, it is probably safe for my face.

You could be having an allergic reaction to something. It could be in the air or maybe a lotion or laundry detergent. Benadryl can be pretty handy in those situations as can rinsing your face and using paper towels to dry. Also, the doctor is probably worth talking to about this.
