He can't have it both ways love. If he isn't willing to do something about his weight then he should not moan about thinking he is fat. Sometimes you have to be cruel to be kind.
Sure he can. In fact -he is. Guys complain about not being fit and having a gut all the time. But if trimming the fat means reducing beer consumption, well.. the beer usually wins. But they can still whine about it. It just doesn't mean anything.

You've done what you can. It's up to him now. If he keeps bitching and moaning tell him to either do something about it or shut the hell up.
Nobody wants to eat healthy and exercise, it sucks. But it's a choice between that or being fat and sick later in life. And once you learn what to do it's not so bad, just hard to get started.
Maybe he's not looking for help, but rather just recognition. Say "i like you for who you are."
Encourage him to work out, exercise, get right; if he feels fat, you're wasting your breath trying to tell him he's fine. If he doesn't want to do anything to lose weight or stay fit, then don't listen to him blow air.
maybe you could help him to exercise by dragging him out with you but diet and exercise its the only safeish way to lose weight so its up to him
