I honesty don't see why someone would say that and then take it back. It's a waste of breath and time. Those three words confuse a lot of people. Be careful when you use them.
Dump her. If she comes crawling back, she loves you. If she doesn't she doesn't and you don't need her, unless, of course, you want to be her "welcome" mat :)

Was she under the influence when she told you that she loved you or that she didnt' mean it? What were the circumstances of both comments?
It's difficult to provide likely reason for this without more detail. How long have you two been together and what was your reaction as you stated above?
Even though you have a history together, you need to rebuild a new foundation now. I wouldn't worry about her telling you that she loves you and then retracting that. This is probably emotional for the two of you b/c of your history from many yrs ago. Just live in the moment now and see where it goes. And remember that there is more than one form of love.
