Give it a few days, talk softly around the bird, maybe sing it lullabyes. After 2-3 days of this, gently open the cage door and lower it a few times in the day, while singing/talking. After a few more days, poke your finger into the cage a few centimeters. Now more than a week has passed. She'll still be afraid! But now your voice and the door are less worrisome than The Scary Finger. After 4-5 days of finger, try softly stroking her breast. If she nips you, go back to just poking it in for a few more days. Eventually, you'll be able to press your finger parallel to her breast and she'll climb on for a second. That's progress! After a bit more, you'll be able to remove her from the cage. Be patient!
give her some food and kinda sit around and talk to her to let her get used to your voice and hand in her cage

3rd: Of course she's scared! She wants her Mommy, you have her locked in a Cage.<br />
4th: She'll probably not even get used to you before the F.B.I. watches the security tapes, figures out who you are, drags you away, and tosses your *** into Prison forever!

No budgies are daft. They don;t like to be alone so put a couple of mirrors in the cage,
Just keep talking to it then.
Tbh there isn't much you can do...just time will tell how she/he will respond to you
