Easy -- Switzerland. Which is fascinating, since all the citizens there are required to own and be trained with firearms. VERY low crime rate and despite all the wars of the last century, they remained neutral and no one dared invade them. I believe one or more of the Scandinavian countries of Northern Europe also require firearms training and ownership for their citizens. Helped them in the years following WWII when they faced the USSR's desire to expand their Communist empire.
