He can't. That's not the way our system of government works. The President keeps Congress in check and Congress keeps The President in check. It's designed that way to prevent a dictatorship or any one leader having complete control over the people. Don't forget, this is about the people not one man having absolute power. If any of the former Republican Presidents had, had that kind of power you wouldn't like it would you?

Seriously, that misses the point entirely of having more than one branch of government. What he needs to do is persuade Congress to compromise with him, as there's just a deadlock as it is.
I don't know. To be honest it seems like a pretty ludicrous system -- I can see how it could work if the government was full of rational people who have slightly different visions for the direction they want the country to go, but at the moment it's full of career politicians who actively define their policies in opposition to each other's parties. Seems like America needs at least a third party if it's ever going to find a solution to such deadlocks.
