A distraught man walks into a building with a heavy heart and a loaded gun. Frustrated with life, raging with anger and hate, he steals the lives of innocent civilians.
At a very dark, desolate,daunting and miserable moment, he finds himself alone in a room with a single bullet left to spend.
He can hear the loud, noisy trampling of footsteps and loud shouts as armed policemen approach him.
He considers the only dilemma that can arise from this situation:
Walk out a living man or depart this life with a single shot born from his weapon. Regardless of his choice, the consequence is still a high price to pay.

he shoots himself in the leg and tries to play it off like he is not the gunman worst case they lock him up best case he gets away from the hosiptal

If it were me, I would certainly shoot myself in that situation.
Jails can protect people by preventing offenders from committing more crimes,
but are extremely expensive, and don't fix what caused the offence.
I don't know enough about possible alternatives,
but I think we should be looking for better options.
For instance, perhaps a combination of...
A thorough investment in therapy if he is sincerely willing to change.
Permanent implant of time released chemical control, leg alarm, automated and human supervision.
A lifetime of useful supervised work.

In that scenario, if I knew innocent civilians had died at my hand, I'd use the last bullet myself. Things would pretty much be over for me after that.
