I would look back on history and use the methods that have worked best in the past. Surprisingly it seems the best thing to do is to do nothing.
Personally I think the very best thing you can do is to cut corporate taxes. By cutting taxes that corporations must pay you free up more capital for them to invest, there by allowing them to make more money that they can use to create more jobs.
Also by allowing large corporations to make more money they will pay even more in taxes than if you had them pay a higher percentage. History shows clearly that private companies are much better at making money than the government is.Like (2)

Regulations, bring them back so corporate america is forced to take responsibility for their reckless disregard for their employees and in the long term their customers.
