We brought our puppy home three weeks ago . He's very smart and pee's on the paper by the back door but as for the pooing not as much. Any hints, suggestions ? No cages !

take some of the paper that the pup uses outside , when pup needs to go take pup to the paper and place puppy on it , treat when the pup "performs " slowly over the next week or so remove all the paper until is going in the spot u chose for them
as you have already trained to paper this should be a fairly quick exercise as long as you pay attention to the signs of needing to go out , also try to have the spot that puppy was using paper in view while you do this to help prevent accidents.
good luck with your puppy training
